In order to promote competition between Medicaid managed care plans and MediPass based on quality-of-care indicators, the agency shall annually develop and publish a set of measures of managed care plan performance. This information shall be made available to each Medicaid recipient who makes a choice of a managed care plan in her or his area. This information shall be easily understandable to the Medicaid recipient and shall use nationally recognized standards wherever possible. In formulating this information, the agency shall take into account at least the following:(1) The recommendations of the National Committee for Quality Assurance Medicaid HEDIS Task Force.
(2) Requirements and recommendations of the Health Care Financing Administration.
(3) Recommendations of the managed care industry.
