499.601  Legislative intent; construction.--

(1)  The Legislature finds that the unregulated possession of bulk quantities of ether poses a substantial risk to the health, safety, and welfare of the citizens of this state, and it is the intent of the Legislature that this part be liberally construed to provide all protection necessary for the citizens of this state.

(2)  The provisions of this part are cumulative and shall not be construed as repealing or affecting any powers, duties, or authority of the 1Department of Health and Rehabilitative Services under any other law of this state; except that, with respect to the regulation of ether as herein provided, in instances in which the provisions of this part may conflict with any other such law, the provisions of this part shall control.
