This project supports the purpose of the Governor's Drug Control Strategy-to protect our citizens from the dangers posed by illegal drugs. Furthermore, it also supports the goals and objectives outlined in the Strategy. It also focuses on one of the highest risk populations "treatment emphasis on the most vulnerable. In fact, as stated in the Governor's Drug Control Strategy, "many treatment centers around Florida, such as The Center For Drug-Free Living in Orlando, provide vital services to mothers and children. Their humane efforts and social activism serves not only the people they treat, but also all Floridians. We need to expand such beneficial services. "Services have been provided by The Center to this population for over 7 years. The program outcomes are consistent with the Governor's Dryg Strategy and exceed the established outcomes for the Department of Children and Families. It is estimated that this program has saved the State in excess of $205 million. This program results in reductions in incarceration for women, reduction in health related diseases. lower utilization of more deep end costly hospital beds for the high risk moms, reduction of neonatal intensive care services for crack and substance exposed babies and increased level of functioning for at risk children as a result of the developmental and therapeutic services they receive. Support for this type of program is at the National, State and local community levels including District 7 DCF and Brevard County Commission. |

Project Description: |
This project seeks to recover funding for a highly successful 18 bed pregnant, postpartum women and infants program currently in the base budget. The program provides safe and stable living arrangements, complemented by highly professional comprehensive, individualized, on site services for substance abusing pregnent and postpartum women. The average length of stay is nine months which will give women the opportunity to fully recover in a safe environment under the supervision of trained professional staff who provide services and linkages inclucing; counseling, vocational, GED, life skills, parenting and other critical training. The therapeutic regimen ensure that women can take responsibility for identifying and utilizing the services they need to reintegrate into the community, remain addiction free and develop the skills necessary for independent, productive lives for themselves and their children. In addition, to ensure successful treatment for these women, the model incorporates on site childcare and living arrangement for children up through age four. This allows for a comprehensive service delivery design so the mom and the child can live healthy productive lifestyles. |

Measurable Outcome Anticipated: |
The Center takes the need for outcomes and accountability very seriously in its programs. Some of the remarkable outcomes to date that we fully expect will continue include; the successful treatment of mothers (321 to date); 274 babies born drug-free and of normal birth weight; all mothers regained custody. 99% of the mothers were free of criminal activity while in or after completing the program and 85% of the women are employed at discharge. |
