Through right-of-way improvements, the Pineapple Grove ArtWalk suports the economic success of new businesses in a struggling commercial district by attracting tourists and Florida residents through the arts. In 2001, the City of Delray Beach built a new $2.1 million dollar streetscape of sidewalks, pedestrian lamps, bench and electrical conduit for future sculpture lights. Late in 2001, sculptures from across the United States, Europe and Africa started the ArtWalk program. In 2002, Florida Atlantic University School of Architecture designed sculpture support and lighting as permanent roadway enhancements. Through the promotion of a 30 artwork outdoor gallery and surrounding cultural events, the increased number of visitors will sustain the restaurants and retailing of Delray Beach. This one time request of $45,000 will construct sculpture supports and lighting at the previously permitted locations. The services provided include a safe and active pedestrian environment that enhances the quality of life for Florida residents and permits the economic sustainability of small business retailing and restaurants. A general educational benefit results from the only free outdoor artwork exhibit in Palm Beach County. Specifically, the predominantly at-risk students of the new charter high school for the arts in Pineapple Grove will have opportunities to expand the knowledge of the arts and understand their future employment. |

Since opening the first phase of the right-of-way enhancements and the opening of the ArtWalk the community has started to return to economic health. The both land prices and lease values have risen significantly in the last few years. Still 20% of the retail space is not leased including an abandoned supermarket. Of the 16 city blocks, 50% of one block is an empty field with hopes for a major affordable apartment development. Filling the retail and providing needed urban homes will only be achieved through the diligent creation of physical improvements and active events. ArtWalk merges the improvement and event into a unique urban attraction for the tourist and resident. Other outcomes will be a contribution to Florida's cultural tourism. With the quality of the ArtWalk, stories will be placed in the national cultural publications that provide a rationale for the cultural tourist to choose Florida from among many destinations. Pineapple Grove Main Street will report on the number of national stories, the occupancy of existing retail space and the number of development permits. |
