The project involves roadway widening (from two-lanes to divided four-lanes) for the purpose of upgrading the main overland route used in transporting cargo/freight to and from the Port of Palm Beach and City of Riviera Beach, thereby providing an additional capacity of 18,200 vehicle trips per day at Level-of-Service (LOS) "D". This additional capacity is expected to "attract" trips from adjacent roadway links since traffic will have an additional alternative in utilizing the network. It is estimated that traffic volume will increase by approximately 20% of the additional capacity provided (or about 3,600 trips/day). It is also estimated that truck traffic will increase by 5% to 10% since this roadway link will become the main route for transporting freight to and from the Port. Improvements will also include upgrading the drainage system infrastructure in order to correct any drainage problems that could contribute to future pavement problems. The facility will receive a new pavement system in its entirety that will fully comply with all applicable State of Florida design standards to assure long-term performance and service life. The improvements will help guarantee ride quality and safety, particularly for the passage of trucks carrying freight. The project will also facilitate the segregation of freight and industrial traffic for automobile traffic by containing trucks to the prescribed "port access" roadway. This will help to preserve and enhance the existing transportation infrastructure by relieving truck traffic congestion on neighborhood streets, thereby easing the flow of other vehicular traffic and enhancing quality of life and the environment through the support of "clean air neighborhoods". |

Improvements to the State Road 710 corridor are necessary to assure those road systems keep pace with current and future demand. Since highway connectors to the Port of Palm Beach are presently near capacity, this roadway improvement project is essential. The Port of Palm Beach currently has 1400 trucks that utilize existing SR 710 daily. The proposed improvements to SR 710 will not only facilitate truck movement, but will attract other large vehicles accessing the Port. This will have a positive impact to these carriers, and is critical to create a "livable community" by reducing truck traffic in other areas of the city. The proposed improvement to State Road 710 is essential to the redevelopment of the City of Riviera Beach's $1 billion redevelopment plan. When complete, this redevelopment will increase property value from $174 million to $800 million, which will generate tax income to the City. The Port of Palm Beach Cruise Terminal will one day have 1 million annual visitors. Both projects will require thousands of permanent jobs. The project is critical to sustaining long-term cargo/freight shipping operations at the Port of Palm Beach since it will maintain and improve an existing roadway that provides direct access to the Port's main gate. Current expansion efforts at the Port are expected to increase the level of foreign trade from more than $4 billion in fiscal year (FY) 1999 to over $5 billion (or by approximately 25%) in the future. Facility revenue is also expected to grow by a similar percentage. |
