Project Description:

Low Income Emergency Home Repair Program provides emergency repairs to low income clients homes to assist with energy conservation measures performed by the Weatherization Program.  Florida's Weatherization Program is operated by the Community Action Agencies, Urban Leagues, Local Governments, Area Agencies on Aging and Indian Tribes and the Program is administered by the Department of Community Affairs.  The program serves the poorest of the poor and operates in all sixty-seven counties.  Preference is given to households with elderly and disabled person and children.  Historically, the program has assisted approximately 3,000 households per year when the program is fully funded.  Allowable energy conservation measure must be cost effective and include improvements such as walls, floors, ceiling repairs and insulation, hot water pipe insulation, cleaning and repair, heating and cooling systems, air infiltration reduction and other cost effective activities that results in long term benefits to low income families in Florida.

Measurable Outcome Anticipated:

The outcome of this project will reduce energy consumption for low income families and reduce energy cost for all Florida residents.  The Florida Weatherization Association is requesting the Florida Legislature to provide legislative action that will provide $5,000,000 in funding.  The funding will provide a minimum of 5% of SHIP funds for the Weatherization Program.  Increasing the scope of the project to include the Weatherization Program and by increasing the percent of SHIP Funds could provide a dedicated stable source of funding for Florida's Weatherization Program.
