Project Description:

The POPS program provides public/private partnership in apprenticeship and mentoring program to increase the workforce and reduce the cost of crime.  It is designed to provide an opportunity for at-risk students who are potential drop outs.  The targeted population is 16-18 year olds with identifiable risk factors, that are in school but exhibiting behavior that points to a drop out potential.  The program works with the school guidance counselors and participating businesses.  Students who meet certain goals, as outlined by the POPS counselors, and attends all educational and motivational seminars provided, are assigned internships with the participating companies.  The pay rate exceeds the normal available summer pay rate for the area.

Measurable Outcome Anticipated:

The proposed budget is projected to service 600 students.  The outcome would be measured by the number of youths who sign up and complete all seminars and summer employment. It is anticipated that 90% of the enrollees will complete the program in the initial year with an anticipated 100% success rate thereafter.  The high completion rate is projected due to the contractual and screening process at the initial phases of the project.  Additionally, students will have an opportunity to be employed full time after graduation from high school and/or college.  Lastly, POPS will establish a quality work force for vocational, professional and high computer related technological employment.
