| This project would target the City's poorest neighborhoods, which include Wynwood, Lemon City, Little Haiti, Allapattah and Little Havana. The funds allocated would be utilized to fund "soft" second mortgages not to exceed $30,000 at an interest rate of 0%, which would fill the gap between the cost of the home and the amount of a first mortgage. | |||||||||
