This initiative will contribute to the state's effort to reduce poverty by helping community residents become self-sufficient and increase their opportunity to access the labor market. Through the economic development component, residents will improve the community environment and living conditions, and acquire the basic skills and knowledge to access the labor market and/or new job opportunities, while being provided institutional and social supports to facilitate the process.

Project Description:
This program will respond to critical community needs in 2 phases. Phase one is a participatory exercise in coaltion building and building community institutions. Phase 2 will be implemented while pursuing capital enhancement, civic and citizenship classes.
Measurable Outcome Anticipated:
As a result of this initiative, residents will attend focus group meetings, participate in community organizations, attending training classes, find jobs, become self-sufficient, and beautify their communities by rehabilitating their homes.
