Job Title

Attorney - State Affairs Committee

General Summary

This position primarily focuses on the organizational structure of state agencies and local governments, public procurement and contracting, administrative procedures, public records and open meetings, collective bargaining and impasse, public employee retirement, and elections. Under supervision of the staff director and policy chief, the attorney conducts legal research; analyzes legislation; drafts bills, amendments, bill analyses, and other documents; and provides counsel and advice to legislators and legislative committees.

Examples of Work Performed

Conducts state and federal legal research and analyzes and interprets state and federal laws and regulations.
Researches and analyzes complex technical issues.
Drafts legislative bills, amendments, and staff analyses.
Provides legal counsel and advice to legislators and legislative committees concerning the interpretation of state and federal laws on legal matters including the development of legislation and legislative programs.
Recommends needed changes to legislation based upon trends in case law, agency comment, or citizen request.
Answers telephone inquiries and composes routine responses to constituents.
Monitors state and federal court cases and administrative decisions; reviews agency action pursuant to Chapter 120, F.S., the Administrative Procedure Act, to identify instances of invalid exercise of delegated legislative authority; and reviews statutes passed each session and determines all those that may require administrative rule promulgation, repeal, or amendment.
Performs other related duties as required.

Knowledge of legal terminology and legal research methods.
Knowledge of Florida laws and legal procedure.
Skill in reading comprehension, analysis, research, and organization.
Ability to provide legal counsel.
Ability to interpret state and federal legislation, laws, and rules.
Ability to employ legal reasoning and to foresee possible legal problems.
Ability to communicate effectively and concisely, both orally and in writing.

Ability to perform legal writing and prepare various legal documents.
Ability to research legal documents and legal references.

Minimum Qualifications

Attorney in good standing with The Florida Bar.

Preferred Qualifications

Experience in administrative agency matters, public records and open meetings, state agency governance, local government organization and powers, and/or the legislative process preferred.
